The Ministry of Administrative Development was established pursuant to Legislative Decree No. /39/ of 2014, and its duties, mandates, and organizational structure were regulated by Decree No. /28/ of 2018, reflecting its central role in developing public administration and enhancing its efficiency. The Ministry of Administrative Development is the main driver for developing the government apparatus in Syria, as it works to build a more efficient public administration system by updating policies and regulatory frameworks and ensuring the optimal organization of public entities. It focuses on attracting, managing, developing, and motivating talent in line with best practices, strengthening the sustainability of human resources, aligning with the requirements of institutional transformation and excellence, and laying the foundation for public administration worthy of a new Syria.
Future Ambition and Major Goals
This ambition serves as the strategic compass for comprehensive institutional transformation and the establishment of a modern administrative model based on efficiency, transparency, and empowered human resources through clear, measurable goals:
- Update the legislative and organizational framework for public administration to align with institutional transformation requirements.
- Reorganize the government apparatus to improve institutional performance.
- Establish a modern system for managing and developing human resources based on sound planning, merit, and performance.
- Build capable government leadership for managing change through organizing, preparing, and evaluating leadership positions.
- Digitize administrative procedures related to organization and human resources management, and unify databases.
- Build a national performance measurement system and reinforce institutional excellence standards to track results and encourage positive competition among public entities.
- Promote a government performance culture based on institutional discipline, transparency, accountability, and innovation.
- Improve public service quality through process engineering and procedure simplification to support digital transformation and raise service delivery efficiency.
