Mr. Muhammad Hassan Alskaf has served as Minister of Administrative Development in the Syrian Arab Republic since December 2024. He possesses over ten years of experience in public administration, institutional development and reform, human resource management, organization and restructuring, building and developing administrative systems, and managing programs and projects.
His career has been characterized by his work in building and developing more integrated and effective institutional functions and systems. This has been achieved through developing policies, methodologies, and procedures; enhancing data-driven reliance; and aligning human resources and organizational structures with institutional goals, needs, and performance. He has also led human resources initiatives, organizational development, asset management, and program and project management, and has contributed to developing planning and monitoring mechanisms and transforming policies and plans into actionable and measurable programs.
He is currently leading the path of institutional transformation, public administration development, and the advancement of government institutions, through updating the legislative and regulatory frameworks for the civil service, developing human resources, employment and performance management systems, rebuilding institutional structures and functions, enhancing data governance, program and project management, and capacity building, in order to support the building of more efficient, effective, and responsive government institutions that meet national priorities and citizens’ needs.
